1916 Mexican Border Service Lapel Button

I would like to know what this button was made for and what organization issued it please.

It was made to denote the troops sent to the Texas/Mexico border by Pres. Wilson's order to chase Poncho Villa after his raid into Columbus, NM.  Perhaps some member will know who or what I.O.S. of I was.
