Is this a M1902 bridle?

I just recently aquired a US Army bridle that appears to be an M1902. I'm sure what the bit is, don't believe it's military. There 3 interesting things about it. First instead of being stamped RIA the words are spelled out. Second the rosettes are very thin compared to others I have, they are actually slightly bent and warped. The third is the small strap on top like a M1913 Artillery bridle. I'm just looking for confirmation and any additional information, my resources don't cover this bridle.

Missing the throat latch strap and reins
