Photo of (EOD guys)? from different countries, 1960s

Hi - I inherited this photo from my dad (he’s in the back row, the one who looks like Telly Savalas in a garrison cap). He was in the EOD and stationed in Germany at the time (mid-late 60s). Does anyone know what this group might be?
