South Vietnamese Armed Forces Cigarettes

Ive had this pack of cigarettes for a while. I dont know where I originally got them but they appear to be cigarettes intended to be issued to South Vietnamese military personnel, not to the public. Below is the best translation I got. Has anyone seen something like this?
