Coast Guard Good Conduct Medal Question

Hello,

 

Does anyone know what the date was when the Coast Guard changed the words on the back of the Coast Guard Good Conduct Medal from “Fidelity, Zeal, Obedience” to “Honor, Respect, Devotion To Duty”?  I thought it was in 1999.  Thanks for your help.
