I’ve tried it doesn’t darken them enough.

Ok. Maybe just wear them out or use a leather care product on the tops. I would search some of the gun forms for what they use on their holsters.

Looking great! As for the boot cuffs, it's sort of become a reeanactorism that they need to be as dark as the boots themselves. Plenty of original color photos where this was not the case. The fact that they are difficult to darken with dubbing strengthens that point.

What do you do at these kind of events? Is there an opposing force you maneuver against?

Great looking uniform, simple gear but looks to part! I like seeing the full wool being worn, it looks good.  I think the boots look great. Dunmore was selling some in the past couple months and that had a similar thing with the cuff being lighter than the shoe itself.
