Navy Wide Bars on GIs

One Pvt Roy H .Low, interesting right, wearing the Wide Navy and Marine Corps Bars,, has been overseas, The Pacific, now stateside in a unit of the 6th Service Command, and he seems to have a Navy Good Conduct Medal along with the Army one right, need an ID on that top ribbon though. His OBIT doesn't mention anything on his service.

Could it be a VFW  or American Legion ribbon ?

Medal for Humane Action? Though that wasn't instituted until mid-1949.
