(U.S.V) Reunion thing?

Dont exactly know what this is. All I know is the U.S.V (United States Volunteers) and Cuban service. The makers mark is something of the lines of C.E. Vokes S Maiden Lane N.Y. Any help is appreciated most of my research has not turned out much. Thanks.
