Is this a mustang survival vest?

Mustang is the name of a company that makes inflatable gear for both the military and civilian market. Your picture is a Navy Pouch Type Life Preserver, regardless of the manufacturer. 

 

The manual states: "The Pouch Type Life Preserver Assemblies are authorized for use by all troop passengers on Marine Corps helicopters."

I can't say they were never used by seals. They were also used on ships by personnel in confined spaces and where wearing the larger kapok life preservers was impractical.

I would think there were not used by seals. Never say never but not common enough to put in a seal display or mannequin
