Who made/packaged this .45 mag?

This was in a lot I purchased at an auction of a closed gun shop. As you may be able see, it has a grease pencil marking:  “45 CLIPS 615” I think the 615 was a price. Of course, I had to open it! As you can see in the photos, it was wrapped in protective paper, dated “1979 MAY”. It is blued and I found no marking on the magazine. Anybody recognize the packaging? Military surplus? Aftermarket commercial?

No, Nothing on the base. That is why I suspect, commercial or aftermarket. Could it be from a foreign military contract?

Possible had contract overruns from a mil run and didn't mark em for commercial sales.  The packing seems fairly mil-spec.  Looks like some mags Ive seen from the late 70s into early 80s but they were marked on the bottom.
