Civil War Calvary bridle rosette?

Greetings everyone,

I am wondering if anyone can help me identify and date an item I found while metal detecting on a former Army Post in Washington State. The item is the U.S. device pictured. I found one on ebay for sale that is purported to be Civil War era that was found at old Ft. Craig in New Mexico. The place I found it was a Army encampment from 1889 to 1900 when it became a fort. That was a little late for Civil War stuff except that a detachment of African American Buffalo Soldiers were posted there and they were often equipped with outdated surplus equipment. The item on the far left is a Great Seal, possibly a rosette also. The U.S. one is 1-1/2" and very heavy, I think pewter. The Great Seal one is 1-3/8 and appears to be solid brass. I found them about 20 feet apart. The script on it is very unique compared to any I have found except for the other one like it on eBay. Note the barbs on the top and bottom of the "S".
