Is the manufacturing or reproduction of US decorations and/or ribbons legal?

What makes you think the making or reproducing of US ribbons or ribbon bars is illegal.  Collectors reproduce ribbon bars all the time.   If I need a certain old ribbon and I have the ribbon stock I make what I need.  If I make a shadow box and need a ribbon bar for it, I go to the Navy Exchange, buy what I need and put a ribbon rack together.  Are you saying all this is illegal?
