Strange M67 LBV and Pouches

Found this today, the more I look at it the more I think it's probably pre m67. Maybe a prototype or something. The suspenders are almost a LBV but not. The 20rd Pouches never had a back strap. The canteen cover and first aid pouch have strange plastic clips on the back of them and the belt has strange metal fork things at the ends which I forgot to take a picture of but will do later. The whole thing is just well... Strange. But it's also interesting, would love to know exactly what it is if anyone knows.

Me either Arch. I've been researching it online off and on most of the day and from the style and layout all I can figure is it has to be a test item or prototype from before or right after the introduction of m67 gear. But I can't find one like it. I found an example of the first aid pouch and canteen cover. Both where part of the test run of nylon m56 gear from 1966 but that system was basically just nylon M56 gear. The mag pouches, belt and harness on this are completely different and none of them had the weird plastic clips to replace the metal ones on the back. It's a strange thing.
