WWI WW1 Victory Medal Navy Mine Sweeping Bar Army Style

Have not seen this before. I’ve seen Navy Bars on the WW1 medals to be the wide type with the rope design. This one is thin like the ones you see on Army victory medals. What is this? Anyone seen them before?
