Proposed USMC US button MC16 Henry V Allien and CO NY

Well here is a nice little surprise in a bag of buttons I recently acquired.  In Alphaeus Alberts book it’s identified as MC 16 with a note that says in a letter dated May 11, 1891, in the Scoville files, indicates that this button, though proposed, was not adopted. Anyone else ever seen one of these?
