Unknown patch on flight jacket

I recently obtained this USN ID’d VF-103 flight jacket. It has some really nice squadron and tomcat patches on the jacket.
 

The jacket also has what appears might be an English patch over the left chest. Anyone have any ideas on what this patch is???

 

I realize it looks like a foreign military patch but it was worn on a USN flight jacket by an F-14 RIO in the 1996 cruise onboard the USS Enterprise. I’m hoping someone can ID this one.

I wouldn’t have found that. I wonder what his connection was to this Canadian unit???
