I think you got it correct, a cap eagle.  The nut looks really big compared to the eagle so I would say it is the smaller eagle used on the Woman's cap.  Did you take the nut off and see if it is marked on the back side?

Looks like a standard enlisted man’s cap insignia missing the disk it would be affixed to

Yes it is a small eagle. The disc can be rotated but the thread is damaged at the beginning.
