Can someone help identify these ribbons?

I have a couple of ribbons I just can't identify, can someone help?  

First one is on an Army PFC's AGSU, relatively recent (GWOT Service Medal) with 832nd Ordnance BN DUIs

I've seen the ribbon on the far left a few times and it doesn't seem like it should be too hard but I just can't find it documented anywhere.  1st pic is the whole rack, 2nd is the ribbon in question.

I thought maybe Natl Guard but I can't find in the lists I know of.

Second one is on a post WWII Engineer Lt Col's summer khaki uniform and it's the last ribbon, far right bottom row. 

From the placement to the right of the Philippine Independence Medal I assume it's foreign but I can't find any reference anywhere.
