Guam Double-Captured Paperwork

Hello all,

 

This is from a wonderful grouping of a Marine who served on both Guam and Iwo Jima that I picked up not too long ago. I imagine I'll do a more detailed posting on him and the grouping in the not too distant future, but for now it will just be this. 

This piece of paper is one of my favorite things in the group, and I think very moving. It was originally intended for use by Guam's Naval Government before the war, evidently used by the Japanese after they took Guam, and then "recaptured" by this Marine during or after the fighting on Guam. I'm sharing it here because I think it's really neat, but also because I know that there are some people on the forum who read Japanese and might be able to help me figure out what this says.
