Odd or modified CPO Gunner's mate sleeve rate

Any legitimate reason this rate would have been modified they way it is? Someone took the time to neatly trim all the outer black edges away yet leaving the gauze or cheesecloth backing intact where it has been neatly folded back and shaped. I thought it was strange as well that the gunner's mate mark in the center has been separately applied as well.

Not USN. Several foreign navies, that are trained and equipped by the USN, west ( or wore), USN Uniforms and insignia without the distinctive eagle.
