It's a liner for the Dutch M53 Troepenhelm, made by Schuberth in Germany for the Dutch military. Fixed nape strap, head band and cotton chinstrap are typical for Dutch liners, the string seems to be a replacement.

 

As far as I know, the German M1 clones didn't have a seperate liner?

The early ones had a seperate liner but these we're produced only a short period.
