The shape of the propeller and the crossed signal flags are wrong. Also, crossed Signal Flags and the Helm were never a US thing. Even how they are made makes them “not US”. They could be from a school, Yatch club, commercial shipping line, I’ve just never seen them before. The hard part is, that all Navies that have rate insignia, use basically the same stuff, (Crossed Anchors, Crossed Flags, Screw, Helm, Crossed Guns). Refer to Emerson's book "Chevrons...", page 228-229 in the 1983 printing and page 377-378 in the 2013 edition. I would be interested in buying them if they are for sale. I’m not a rate or chevron collector but I recently picked up a large patch collection that had lots of both. It’s given me a real opportunity to learn about patches I previously knew nothing about. My next purchase will be Stacy’s book on USN insignia on USMC uniforms. The big reference books are truly the best way to learn. I have a hard time learning about patches/rates off the internet.
