Not US military. The latches are not the type that the US military used.

Looks like a homemade patrol box for the Boy Scouts.

It looks like a Boy Scout National Jamboree Patrol Box for rations, condiments etc. We had almost identical patrol boxes provided by the local council in 1997 at the National Jamboree at Fort AP Hill.  Each patrol had one of these.
