I do not know what function this box was intended to serve, but I doubt that it was a military purpose.  The box has labeling in English and French stating "Peace Corps".    The US Marine Corps is definitely not the Peace Corps.   The Peace Corps is an agency of the US Government that trains and deploys skilled American volunteers to work on international development projects.    I suspect that the reference to the US Embassy has to do with the fact that many Peace Corps personnel work in very remote locations.  The Embassy was probably serving as a sort of administrative center/mail box for the Peace Corps workers at that location.

 

The presence of the Pan American Airways sticker helps to date this box somewhat.  Pan Am went out of business in 1991 so this box and the sticker clearly pre-date 1991.
