The chinstrap loop rivets could be just about anything, since the original modification order specified that the loops were to be removed and the holes filled. As to the helmet's finish, it seems as with M1s this was mostly worn away in 'real world' usage, i.e., combat and long deployments. Maybe this belonged to an admin guy stateside.
