According to Ogletree's book on National Guard awards, this medal was authorized in 1903 but not awarded until 1930, originally for 15 years service, changed in 1955 to a 10 year service requirement. It was discontinued in the 1960's. The older ones were dark bronze, later ones were shiny. Looks like the one you pictured is a hybrid.

Wisc. Long Service Medal 1903-1955 for 15 years service/1955-1973 for 10 years/ 1973- ribbon only but medal can be worn if available. Medal comes in 3 variations and was awarded before 1930 as recorded in WNG AG reports.  All listed my book on Wisconsin medals Borgmann- 6 pages 11-12
