VN Vet Estate Identified this pin as "A NVA Campaign Pin" Is this correct?

I went thru a closet I filled up when we moved here 16 years ago.  I found 4 Riker trays from when I went to Gun Shows.  I sold to Flea Mkt friend last Sunday, he was not familiar with this pin so did not want to pay half my 20 year old price tag (he did on most of the items).   Alot of the red, white and blue paint is gone from the flag and I do not know what the writing says, but do you think it is properly identified?  Richard

Invdiv is correct, it is the Youth Volunteers which was a North Vietnamese group made up of those 14 or older that servered in rear echelon (but often still very dangerous) roles such as porters on the Ho Chi Minh trail, in train stations in the DRV, hospital orderlies both in the DRV and in field hospitals in Laos and Cambodia, support to anti aircraft gun crews, etc. This pin was worn above the wearer's left breast pocket.

 

As a side note in 2021 when the Covid situation started get bad in Vietnam the Youth Volunteers were reformed to help out.
