What does MSCC stand for?

He was awarded the PH for service?

Very nice set.

Yes, great looking set! I did a little looking around.

MSCC stands for Meritorious Service Citation Certification. Also, per a forum post here’s some screen shots of an answer to their use...

I had a grouping to a WW2 Major who was awarded the PH for his service in setting up the post German  government in Norway.

He was in Norway before the German surrender.

That’s interesting. IIRC weren’t Purple Hearts for meritorious service that were awarded in WWII eventually replaced with Bronze Stars. I feel like I remembering reading about people exchanging their Hearts for Stars.
