Question about WWII Victory ribbon

I have my uncles jacket from WWII and have a question about the Victory bar (lower left in picture)

The pics I find online have the center ribbon in red instead of orange.  Is this just color fading or am I misreading what it is?

The good conduct medal is still bright red so fading doesn't seem likely.

 

BTW: this is an Army Air Force jacket (PFC)  He was at one point assigned to the OSS but don't know in what role. ( I have a thankyou letter from the head of the OSS) He was wounded in Jan of '44 in Belgium as infantry.
