Hi,

can someone identify this insignia? Might this be wartime or rather post Civil War?

It could also be from the pre-War Virginia militia.  Per the Virginia Militia Law of 1858:

 

Quote

Trimmings 
For general and field officers - Gold cord, with acorn shaped ends. The brim of the hat looped up on the right side, and fastened with an eagle attached to the side of the hat; three black ostrich feathers on the left side; a gold embroidered wreath in front, on black velvet ground, encircling the letters VA. in silver, old English characters. 

 

The regulations don't mention regimental numbers being used on the hat badges but there were 194 regiments of the line listed in the 1859 Adjutant General's Report and it's certainly possible that an officer took it upon himself to add the regimental numbers (as was common in the Regular Army).  I'm by no means an expert on Civil War-era insignia but this one looks convincing (though I note the bullion isn't very tarnished).  Any back-story on where it came from?
