You are correct that the snap is for attaching a magazine pouch which slipped over the end of the belt and connected with its male end of the snap. This would have been issued to soldiers armed with both a rifle and pistol, such as Calvary. I don’t have my reference material in front of me at the moment to tell you exactly which version it is but it appears to be a M1923 Mounted Cartridge belt.
