WWI Cartridge belt with what looks like a snap for a clip pouch. What is this belt ?

This belt looks like a WWI cartridge belt. I can not make out the date. It has section with a snap. It looks like it's to carry a clip pouch . What exactly is it and who would use it?

It’s a version of the “mounted” US cartridge belt.  You are correct that the snap is for attaching a magazine pouch which slipped over the end of the belt and connected with its male end of the snap.  This would have been issued to soldiers armed with both a rifle and pistol, such as Calvary.  I don’t have my reference material in front of me at the moment to tell you exactly which version it is but it appears to be a M1923 Mounted Cartridge belt.  There are several threads on this forum discussing these.
