Help With Reading a Number

Can anyone read this number?  Appears to be either 866 or when rotated 998.   Or am I reading it wrong?  Thanks.

Is it possible to see other China Relief medals and compare how the numbers are oriented? See if all are the same, ie is the obverse of the medal on the top or bottom when reading the number.  The would tell you basically which way is up when reading yours.

It dose look like 866 or 833. Have you tried using magnifying glass to get closer view.

I say 865 if you look at the top scroll of the middle number it looks more like a 6. Let your eyes back off some.

Regarding the orientation of the rim numbering... The numbers are read from left to right while the obverse is facing up.
