Possible M1917 helmet with unusual liner/suspension

This one has me baffled: it has a suspension the likes which I cannot find online. It has a cotton chinstrap and one nice and shiny rivet to hold the liner. "Co B 2nd Inf" and "Sgt. Engel" are scratched and written on the inside of the shell. Makes me wonder if some kid put these  pieces together to play Army, and added their name and a made-up unit.

Not military issue.

I know they made construction helmets in this style long after the military stopped using them, so that must be what it is.

I know I’ve seen that chinstrap somewhere, I think it’s from a civil defense helmet?
