How to clean old tins?

I have a condiment tin, and soon I'll have a bacon tin as well, but I don't know how to remove all this plaque. tried soaking in vinegar overnight, and even steel wool to no success, I'm at a loss on how to get it off, any ideas or methods that have proven successful?

It looks to be tin plated steel... if by "plaque" you are referring to the dark areas on each piece? 

That won't "come off." I suppose there could be a way to re-tin the cans... to make the surfaces uniform silvery.

Unfortunately, these old cans are tin plated, and that wears off from use and age. If you are looking for a pristine example, there are some still out there.
