I doubt this is from the same Napier that graduated West Point in 1955.  His career history and timeline doesn’t line up. 
 

The shirt appears to be an early 1960s set up.   The guy shown above didn’t make LTC until sometime after 1970. Maybe his father?

That is a lot of air medals. 

 

Has me scratching my head. I am with vance....the uniform does not make sense with what I am reading. 

 

This was dated 1969. LTC in 14 years...must have hit all of the check boxes.

I’m wrong on a weekly basis. The beauty of the forum is that lots of people with knowledge or that they get lucky on a google search can chime in. The hunt still goes on to find out the Napier this belongs too. What size is the shirt?

LTC Herman S. Napier, 1/16 Infantry, 30 March 1964 - 23 July 1965

 

From a very quick search, it also appears he served in Korea during 1952 with 1/27 Infantry as an S-2. Also West Point class of 1945.

Good Job, I was saying to myself this Napier, he wasn't a big ticket puncher right, no RANGER Tab, no Parachute Bade, thee two big Tickets for advancement in the Zero Defect Army, yet he makes LTC in such a short time!!!!
