Niemannn Posted October 2, 2021 Share #1 Posted October 2, 2021 Came across a account that in 1990s there was disigned a decoration called the "Peace heart Medal" it was to be the equivielent of the Purple heart except this was to be warded to Personek of the US Military who had injuries or deaths in service in non-combat situtations; that Congressman Floyd Spence introduced it in two bills and was signed into law by President W. Clinton. While passed into law it was never awarded ...Am trying to find offical Record that it did become law to confirm this account...

Niemannn Posted October 8, 2021 Author Share #3 Posted October 8, 2021 Ad Update on this topic to H.R. 3616 (105th): Strom Thurmond National Defense Authorization Act for Fiscal Year 1999 Intoduced Apr 1, 1998 The text of the bill below is as of Oct 1,1998 [Passed Congress] This Bill was signed by the President Oct 17,1998 https:www.govtrack.us/congress/bills/105/hr3616/test Section D of this Bill authorized the Secretary of Defense Section 531 STUDY OF NEED AND CRITERIA FOR NEW DECORATION.... (2) The first such decoration would, if implemented, be awarded to members of the Armed Forces who, while serving under competent authority in any capacity with the Armed Forces, are killed or injured in the line of duty as a result of noncombat circumstances occurring-- (A) as a result of an international terrorist attack against the United States or a foreign nation friendly to the United States; (B) while engaged in, training for, or traveling to or from a peacetime or contingency operation; or (C) while engaged in, training for, or traveling to or from service outside the territory of the United States as part of a peacekeeping force. Id say that a design submitted for so called Peart Heart Medal but as it is not among aproved military decortations.....it was never confirmed or authorized PS the Navy Times Link does not show of the ribbon of this proposed award......
