I reached out to Jill Halcomb Smith, author of Dressed for Duty, Vols. 1 and 2.  When asked if these were the "Hello Girls", her reply was:

"Not Signal Corps “Hello Girls.” Probably members of one of the many volunteer organizations that existed during WWI, maybe even something like the National Service Schools."

It seems we have narrowed this down to a photo of women attending the national first service school. Thanks to everyone in helping to come to a consensus on the photo.

It seems that there is little info this school. Is their a decent website concerning them? THX Again!

Thanks gwb123- I found this photo on one of the websites you noted- appears to be similar uniform and camp surroundings.

Here's a photo that I think fits with this topic on the National Service School topic. Seems to have a similar uniform, and the first image at the start of this topic shows at least one woman wearing rank on her sleeve. This image was taken in Richmond, VA. No date, no name.
