CPO Wave rate?

At a local antique store are several rates similar to this one, I found a similar example, as I didn't get a shot of the rate.  

1. They are on blue wool, but are for a CPO - rocker of the top of three red chevrons. 

2. They are smaller than normal navy sleeve rates. Does it make them for WAVES? 

3. What is this rate? Open square knot.

The photo you posted is a WWI era Apprentice Petty Officer First Class. These rates were worn exclusively at boot camp. Any rate with either a square knot or an overhand knot as its specialty mark are Apprentice Petty Officer rates.
