The flag says (from right to left) 社團法人日本放送協會 or in modern Japanese: 社団法人日本放送協会. 社団法人 is just a legal designation meaning something like corporation. 日本放送協会 (nippon hoso kyokai) is usually translated as Japan Broadcasting Corporation as NHK in Japan still uses this name and this is how they translate it. Although 協会 doesnt really mean corporation and is generally translated as association or organization. NHK in Japan is something like the BBC in the UK.
