Help ID WWI Service Ribbon

This photo was attached to another posting.  I'm trying to ID the Red/Grey-Silver/Black ribbon on the left.  I'm guessing a state or city medal.  Any insight would be helpful.

My bet is that the ribbon in question is actually faded red-white-blue, left to right.  Most likely it is for a city/town/county medal.  Only wo states used equal parts red-white-blue ribbons like that: New Hampshire and North Carolina.  If you have an ID on the uniform, etc., you might be able to make an educated guess as to which city/town/county is represented and/or state.

I should have also added that there were a number of organizations that awarded WW1 service medals with red-white-blue ribbons such as the New Jersey Jr. O.U.A.M., so it could be one of those.

If the uniform is named you might be able to identify him based off him being a recipient of the DSC. You could then find out his home town/state and possibly solve the riddle of the ribbon.
