Unknown US Dog Tag - Medical?

I came across this rather unusual (to me at least) dog tag in a insignia bin. I also managed to find a couple other pieces with the same last name. I haven't found out very much other than I think the tag has something to do with the William Beaumont Army Medical Center in Fort Bliss, El Paso. Any comments and help is greatly appreciated!

My guess is Cycle 44 is class designation (ie he was in the group designated as Cycle 44) at some sort of training held at WBAMC and the course took the 5 weeks noted on the tag. WB is known as the army burn center (treatment of burns) and so perhaps the ARTF would translate into something to do with that specialty.
