Saddler's Needle Case JQMD 1943 or 48

I have had this for years and I have never been able to identify this thing.  It is about 3 inches square.  It’s stamped JQMD 1943 or 1948.  It’s hard to tell whether is a 3 or an 8 Any ideas would be appreciated.

It's title is Case, Needle , Leather. Stock number 34-C-295.
