Is this ribbon civilian or militia?

My initial first impression is neither, probably for a civilian band. In the early 1900's many towns had their own bands, it was a big deal. Most of them fell to the wayside by the early 1950's, but some continue to this day (very few). I'd guess this was a "so many years of service" ribbon for one of those.

What kind of uniform is this pinned on? That might help solve the puzzle. It sure is distinctive tho. I've never seen a ribbon attachmenmt like that.

It is pinned to a WWI enlisted mans jacket.
