It’s a 1906 AE, made specifically for the US market. Unfortunately, not a US martial piece at all.

1906, thanks! Yes, my understanding is that only the test group were military?

Yes, only the thousand or so AE test Lugers were US military. Moreover, the test guns were 1900 AEs, not 1906 AEs. Those guns’ serial numbers/serial number block are relatively well known via Bannerman in particular. 

The US eagle was applied by DWM solely to make the Luger more appealing to American buyers; no other reason. Your Luger is a 1906 “American Eagle” made for, and imported into the US, for the civilian market by DWM.

I have held only one in my hands, it also had a cutaway in the grip to see the number of rounds in the clip. A cartridge counter. Still a nice old Lugar.
