Officer's Private Purchase Shirt or Civilian Item?

I found this alone at a thrift store.  The material feels very smooth, not at all like the rough texture I usually associate with wool.  The cut reminds me a lot of the one used on "pink" officer's shirt, and from a quick google search a "chocolate brown" version existed, but the tag says nothing about "Military", "Army", "Officer" or anything like that.
