This has been discussed on a French forum.

We think it is used in a device intended for young children who learn walking. It probably snaps on a metal frame with legs and wheels. I do not know how it is called in English.

Geez, I am glad somebody else identified this. I was thinking it looked like some sort of garment for a very small person. It is the right proportion for a baby, and that lining material at the top definitely does not look military.

 

Apparently after the Vietnam War there was an abundance of cammo material that was left that was put to "non-military" uses.

it looks like it might be for a small child seat for a swing or one of those walkers for babys to learn to walk?

 

and the snaps are for easy removal for cleaning
