Small Republic of Vietnam Silk Banner & Felt Army ? Patch

This comes from the estate of a US Army Colonel.  I was able to obtain about a dozen items.  These two items came attached with staples.  The small South Vietnamese pennant/flag appears to be made from silk and measures 8 3/8 inches (215mm) x 4 5/8 inches (120mm).  The patch measures 3 inches (78mm) tall and 2 3/16 inches (68mm) wide.  The patch's face is light blue felt with applied embroidering.  There is a red felt backing stitched on the backside.  According to Colonel Drxxx's son, dad was a paratrooper in Korea (Airborne) and early Vietnam he was part of M.A.A.G.  These two items were the only things I was able to get that were brought back from Vietnam.  Any help on the patch would be greatly appreciated.  The last image shows the Colonel standing on the far left.  Thanks.

The Gentleman standing on the right appears to be Lieutenant General Louis Watson Truman. Who, from 1963 until 1965,  commanded the VII Corps at Kelley Barracks, Stuttgart, Germany. So this picture is from somewhere in that time period.

So your Col. DroXX was in Germany at that time.
