Can you decipher this maker’s mark?

Picked up this Apprentice Petty Officer 2c rate (1933-48 pattern) and don’t recognize the maker’s mark. Since it is a small size rate the lettering is tiny. It seems to end in “Works” but I can’t make out the rest. Any ideas?

I think the three letters before Works are Emb. maybe short for embroidery?  The first word is really tough; can't make out the first two letters.
