Yep,

Seafarers are Vietnam era US made dungarees and blue uniforms which were sold at the Navy Exchanges

Uniform is from a Vietnam era Seaman who served on the Gearing class destroyer USS BORDELON (DD/DDR-881).  If you can pull a name or service number off of that jumper you may be able to determine when he served aboard her.  What you may not know is that the BORDELON is one of the unlucky USN destroyers which have collided with Aircraft Carriers at sea and been damaged beyond economical repair.  See here for more info on the incident - Destroyers - Greyhounds of the Fleet

USS BORDELON (DD-881) Under Tow - Taken in the fall of 1976 after Bordelon and John F. Kennedy were involved in a collision during refueling. Note nearly everything higher then the top of the stack is knocked flat, Forward gun mount knocked askew and riding low in the water

Since the jumper uniform was dropped in 1973, and enlisted Sailors were authorized to wear civilian clothes in 1970, my guess is this is mid/late ‘60s.
