Hand camouflaged Shovel cover with a strange shovel

Recently got this very nice hand Camo’d and named Shovel cover named to Calvin C Cook

 

The quandary is the shovel ! 
1899 L Thomas & Co ?

 

Anyone seen a shovel like this before ? No info on it what whatsoever online I could find.

Probably a marriage of itens as they say..... the shovel isn't US military.

 

Maybe I'm stating the obvious but the chicken foot on the shovel looks like a British broad arrow marking.
